Allan Cutler for Integrity Commissioner An email to the Prime Minister To: pm@pm.gc.ca Sent: Fri 12/10/2010 9:03 AM Subject: Integrity Commissioner I was hoping that the Auditor General’s report on the performance of Integrity Commissioner Ouimet would not be as scathing, that at least one whistleblower would have gotten a fair shake from Ms. Ouimet, but there you are. It was reported that she did not even consider i.e. read the evidence before dismissing disclosures of wrongdoing, complaints and reprisals as unfounded. Maybe she did not read Shooting the Messenger which was hand-delivered to her office. That would explain why, like 203 (out of 209) other disclosures of bureaucratic malfeasance, there was no investigation. One person who has read my Whistleblower’s Tale is Allan Cutler. He volunteered the recommendation on the front cover as my story being an accurate description “of retaliation and workplace abuse”. I have known Alan Cutler since I attended a meeting of Canadians for Accountability an organization which he founded to try to do, with little resources and a handful of dedicated volunteers, the job that Ms. Ouimet would not do, and that is help whistleblowers. I would like to recommend him as a replacement for Ms. Ouimet. Allan not only knows what it’s like to be a whistleblower (he was the one and only Sponsorship Scandal whistleblower) but is also an experienced administrator and a man of unimpeachable integrity – then you already know that, if not, you would not have asked him to run as a Conservative candidate in the 2006 general election. Yes, I realize that with Allah in charge, my disclosure of an egregious breach of the Public Trust at the Department of Foreign Affairs and reprisals against the public servant who discovered the theft of more than ten million dollars may get the attention it deserves, but so will all the others that were swept under the rug by Ms. Ouimet and those that will be received in the future, and this has to be a good thing. His appointment would also be a sign of your government’s renewed commitment to integrity in the Canadian Public Service and that too would be welcomed. Sincerely Yours Bernard Payeur ---------------------- The email to the Prime Minister was forwarded to the Ottawa Citizen which published the following excerpt:
